Anonymous said...: Originally, the show was planned as an ensemble series that would be about the cops' personal problems as much as their jobs. But a preview audience liked Hooker and the action scenes, but disliked the soap opera. So it was changed to an action show with Shatner as the star. Heather Locklear was not in the pilot, but joined the cast early in the first season. And (as with Dynasty and Melrose Place) the ratings went up.; 3/16/2013 4:49 PM
